Since 1982, Home and Community-Based Services have been funded through Medicaid’s Waiver program. The program helps people with intellectual and developmental disabilities (IDD) live meaningful lives in their communities. In 2021, 288 people per 100,000 in the U.S. received IDD Waiver services. States ranged from 83 to 804 people per 100,000.
