Most people with intellectual and developmental disabilities (IDD) live with their family. Of those, the number getting paid supports increased from 482,479 in 2002 to 892,393 in 2022. The proportion of people getting paid supports whose supports were funded by a Medicaid Home and Community Based Waiver increased from 31% to 60% during those years. States should continue paying family caregivers and use federal Medicaid funds to expand services and reduce waiting lists.
