Description
In 2021, almost a million people with IDD received HCBS waiver services with an average per-person expenditure of $51,835. Adults often live in non-family homes, so their waiver expenditures are generally higher because paid staff cover all needed hours of service. Expenditures are lower for children since they usually live with family and receive services at school. However, when child recipients age out of school, their waiver allocations may need to rise to offset the loss of school services.
