Person-centered Advocacy Vision Education (PAVE)
Description
ICI’s role in the PAVE project (carried out by the California Community Living Network – CCLN) is to conduct a comprehensive evaluation of the PAVE (Person-centered Advocacy Vision Education) Service Outcomes System. The system is being designed to promote improvement in the quality-of-life outcomes experienced by people with developmental disabilities and their families across California, reducing disparity and inequity in service provision and quality.
To accomplish this, the ICI team will conduct a process evaluation of the feasibility and usability of the PAVE Service Outcome System as well as an evaluation of the quality, accuracy, and reliability of the data gathered and displayed by the PAVE portal to assure that the views and experiences of people with developmental disabilities and their families are well represented.
The ICI team will draw on their work experience and expertise from the Research and Training Center on HCBS Outcome Measurement, including on the database of HCBS outcomes measures used by states and HCBS provider agencies they have developed. The team will identify strengths and gaps in existing outcome measurement systems and consider how the PAVE system might build on the strengths and respond to gaps in existing measures and measurement approaches. The ICI team will collaborate closely with CCLN to collect and analyze the evaluation data, report on the challenges and benefits of implementing the PAVE system throughout the project and suggest recommendations for system refinements based on the evaluation findings.
