Evaluation of OPWDD-Funded American Rescue Plan Act Workforce Projects

This report presents findings from ICI's evaluation of New York State Office for People With Developmental Disabilities (OPWDD) Workforce Development Grants funded through the American Rescue Plan Act. The evaluation examined three initiatives: the NYS NADSP Certification Grant Program, the SUNY DSP Microcredentials Program, and the New York Alliance Provider Technical Assistance Project. Together, these initiatives expanded access to national certification, strengthened career pathways, and supported provider recruitment and retention strategies. Findings show high participation, strong satisfaction among staff and organizations, reduced turnover among certified direct support professionals, and positive impacts on workforce skills, organizational culture, and service quality. The report also offers recommendations to support sustainability and future expansion.
