Special Education Teachers in Minnesota, 1840s to 2023: Roles, Qualifications, Training, Supply, and Continuous Shortages

New

Description

This book documents special education teachers' role in Minnesota history from the 1840s until 2023. Few special education teachers were trained before a 1957 state law required services for all children considered educable. A state special education office and university-level teacher training were created, and special education teachers were quickly hired in school districts to educate every eligible child. The Education for All Handicapped Act (EHA) of 1975 required services for all children with disabilities.

Special education teacher shortages routinely occur even today, with increases in mental health, paperwork, and other issues.
