The Council for Quality and Leadership (CQL) developed the first POMs® tool in 1992 following the Council’s commitment to refocusing measures on the outcomes in people’s lives, rather than on compliance with professional standards and recommended processes of support. The POMs® uses structured interview protocol questions to determine if each of the 21 quality-of-life indicators are present or not in the lives of individuals with disabilities and whether support is present to help the individual achieve desired outcomes in each area. This report details the results of the case study conducted by the RTC-OM on the CQL POMS® measurement program using the Consolidated Framework for Implementation Research model.
