Education Dive mentions a National Center on Educational Outcomes (NCEO) publication in a brief, " High chronic absenteeism rates among special needs students raise alarms."  The newsletter brief links to NCEO Brief Number 15: Students with Disabilities and Chronic Absenteeism (2018), which discusses how chronic absenteeism can especially affect states that have chosen attendance rates as a measure of school quality.
