The Tampa Bay Times quoted Martha Thurlow, director of ICI's National Center on Educational Outcomes, in an article about Florida's search for an acceptable alternatives to a test-based high school diploma. Thurlow states that it is important to have other ways for students to show they understand the standards shown on a test, but that it can be difficult to judge whether those alternatives match the standards on the test.
