Does a STW facilitator need to have a vocational license in order to establish academic, business, community partnerships?

Strategy 1

No. A STW facilitator can come from any career/professional field. The primary characteristics/background experiences that are most helpful would be having general knowledge of BOTH the business world and the education world. STW facilitators have to understand AND be able to work in all segments of a community in order to establish solid partnerships.

Limiting the prospective pool of STW facilitators by designating specific certifications, degrees, licenses, work experience, etc. can be a barrier to developing a successful partnership. Many successful partnerships are led/facilitated by staff who came from, or are on loan from, private sector businesses in the community.

Strategy 2

In Minnesota, if the School-To-Work Partnership hires the STW facilitator, a vocational license will be determined by the position description and the employer of the position.

A facilitator for work-based learning program involved with supervising paid work-based learning as part of a cooperative education program will be required to have a vocational license while a person assigned to develop mentoring program after school will not require a vocational license.
